From the New Handbook
Young Women in Excellence is an event in which young women are recognized for the good things they are doing. It is a celebration of Personal Progress. Each young woman shares a value experience or value project she has completed during the year that exhibits excellence. Her presentation may include talents and skills she has developed through her Personal Progress goals. Young Women leaders invite parents to attend.
At the beginning of the year, leaders encourage each young woman to give serious thought to the values she might focus on for this event. She may work with a family member, another young woman, or others on the projects, which may take several months to complete.
This event is usually held during Mutual at the ward level, but it may be held at the stake level. Adult leaders include the young women in planning it. The date and plans for the event should be announced early in the year. (Church Handbook of Instructions: Young Women in Excellence, 10.8.4)

What is the purpose of YWIE?
YWIE is a celebration of the Personal Progress program. During this meeting young women share the projects or experiences they've had with personal progress during this year. Those young women who have completed the program could be asked to help encourage others by sharing their testimony and experience with the program.
This is also a good time to introduce parents to the Honor Bee and encourage mothers to earn Personal Progress Awards with their daughters.
When is Young Women in Excellence held?
If your unit is able to hold regular mutual/weekly activities, YWIE is typically held during that regular meeting. Other units plan it for a time convenient for their members. Typically this meeting is held in Autumn for calendaring reasons. New Beginnings is held at the beginning of the year.
Who attends YWIE?
The new handbook states Young Women ages 12 and up at the time of the Activity and their parents. No other specific direction is given, but I'm sure other people (guest speakers, children, priesthood leaders, etc.) may also be invited. This isn't a ward activity open to everyone, however.

Reese Dixon's Bee Hairband is my favorite of her headband ideas! "...Beehives are right on that cusp where you can still get away with something pretty cute. Which is a good thing, because I could not come up with a way to make a beehive fashionable. Individual Worth 7:
Heavenly Father has given you special gifts. Read 1 Corinthians 12:4–12; 13; Moroni 7:12–13; 10:8–18; and Doctrine and Covenants 46:11–26. Ask a family member, a Young Women leader, and a friend to write down positive qualities the Lord has given you. List your gifts in your journal, and write how you can continue to develop these gifts and use them to serve your family and others.
How to implement it...
STEP ONE: For a mutual activity, invite the girls to write one positive quality God has given each of their classmates.

I created this label to go around an empty can. It's a little bit long to fit around a standard Campbells soup can. A vegetable can works better. We used it for our Young Women in Excellence program with the theme of "Souper" Young Women. We filled the can with treats and a wooden spoon tied with a red and white gingham bow and added a message on the spoon that said "Stay "stirred up" about Personal Progress. It will warm your soul when you accomplish your goals." We served homemade soup and rolls to the girls and parents.

We did a Wizard of Oz "there's no place like our Heavenly Home" themed Young Women in Excellence program. We used hot air balloon centerpieces, flying monkey placemats, melted witch cupcakes and punch, ding dongs, and a rainbow of fruit. We used tissue paper pompoms in rainbow colors above the values for the Personal Progress projects, with a yellow brick road, etc. My blog has more details:

The young women in our ward were REALLY excited about our theme for YW in excellence this year. We decided upon "Seek the Sweet"...A "Candy Theme" that focused on all things "sweet" to the young and their lives. For the program each of the girls talked about the "Sweetness of the Young Woman Values" (For instance, one girl spoke on the "sweetness of faith" one girl spoke on the "sweetness of virtue", and so on.) We also did the usual thing of dragging in the ficus trees from the foyer into our room. 2 weeks before we called and asked each father (or mother) to please think of what flower best fit their daughter and to explain on an index card why. This took a lot of reminding but the end result was so worth it!
