I'd like to use a clipart picture as part of my business logo. Is that possible? Can I purchase it?

No, you can't. Thank you for asking.
If you can use the image as a starting point and then personalize it and alter it to be 20% or more different from the original it then becomes your own original art and you can use it as your logo.
Actually, that's wrong. You must receive a copyright release before altering an image. Suggesting you can take an image and alter it until it becomes "yours" is like suggesting you can steal paper from the store, draw on it, and now it's suddenly yours.
If the initial image is taken without permission for a use prohibited, it's a violation of the terms of use. Not to mention dishonest.
Use your own creativity to create a logo. If you aren't confident in your skills, pay someone (not me) :). You can get a logo done by a college or high school art student or friend for cheap and your integrity will remain in tact.
