I saw these Easy Fourth of July Poppers on Formula Mom.
- Cut rectangle out of scrapbook paper
- Cut a longer rectangle out of tissue paper (so it still sticks out the sides when you roll it up)
- Put contents inside
- Roll Up
- Secure paper with staples or tape
- Tie ribbon on ends
