I would probably approach the parents, too. They will be able to give you insights into whether this is a behavioral issue everywhere or just during Primary. That will help you make plans about how to proceed.

And since you’re asking about Relief Society Opening Exercises, it’s worth noting that the 5-minute music period has been eliminated from the new handbook.

Before. Announcements are given before the song/prayer in all LDS meetings, including sacrament, Young Women, Seminary, Mutual, Relief Society (Sunday and additional meetings), Primary Opening Exercises, and Priesthood. You should follow the sacrament meeting pattern for all your meetings.
Singing and praying together invites the Spirit and sets the tone for a spiritual experience. By reading announcements first you help members prepare for the spiritual lesson segment of each meeting more easily by setting a musical boundary (of sorts) between the announcement portion of a meeting and the spiritual portion.

The basic pattern for LDS meetings is
1. Welcome
2. Announcements
3. Song
4. Prayer
5. Lesson/Council
6. Song

The Sharing Time lessons are printed each month in the Sacrament Meeting Presentation Outline each year. Does your President want you to present something other than those lessons?

Excellent question. The word “historian” does not appear in Book 2 of the new handbooks at all. The word “history” only appears as relates to family history work. The stake historian is not listed (or even hinted at) as a specialist calling in Book 2’s Stake section, either.
If I were you I’d ask this question of a Stake leader so it can be passed up the food chain for clarification.

I don’t know if there was ever a letter designating that Monday is to be kept free of Church activities. This announcement was made in the Priesthood Bulletin or General Conference Report. The Wikipedia says that Boyd K Packer is the speaker who announced it in the 1970 Conference Report.

There isn’t a mention of any type of Activity Day event besides the “no more than twice a month” activities in the new handbook. But the Faith in God Booklet says: “At least twice a year, a Primary activity day (or a Cub Scout Pack meeting) should include opportunities for the children to share what they have learned and accomplished.” I assume that might be what you’re calling an achievement night. Those twice a year activities have not been eliminated, as far as I know.
As for a Daddy/Daughter or Mother/Daughter event, I think those would be up to local Activity Day leaders. There’s certainly no prohibition against it in the handbook or anywhere else. I think those activities are a great way to involve parents with the program.
